Changes to the 2012 GE - popular vote

Since the GE 2012 End-analysis that I published on January 20, 2013, there have been changes in the popular vote in 18 states, resulting in a total of an additional 57,841 votes added to the congressional record. To be exact:

Obama: +12,850 votes (22.21%)
Romney: +5,024 votes (8.69%)
other: +39,967 votes (69.10%)


Total: +57,841 votes.

As you can see, more than the lion's share of these 57,841 additional votes are for "other".

So that you can see the difference, I have not yet altered the original End-Analysis.

These changes have moved Obama's percentage from 51.02% to 51.01%, Romney's percentage from 47.18% to 47.16% and the "other" percentage from 1.80% to 1.83%. The winning margin, which was Obama +3.85%, has stayed constant, in spite of the fact that it looks as if it should have been +3.84% back in January. This is due to correct mathematical rounding when you take the actual raw vote margin and divide it by the raw vote total instead of simply subtracting the losing percentage from the winning percentage.

California – change to the „other“ vote. Percentages and margin altered. Margin moves from +23.12% to +23.09%. Change = -0.03%

Colorado - change to the „other“ vote. Percentages and margin altered. Margin moves from +5.37% to +5.36%. Change = -0.01%

Delaware – slight change to the „other“ vote. Percentages and margin unaltered.

Florida – slight change to the „other“ vote. Percentages slightly changed, margin unaltered.

Georgia - change to the „other“ vote. Percentages and margin altered. Margin moves from +7.81% to +7.80%. Change = -0.01%

Illinois - change to the „other“ vote. Percentages and margin altered. Margin moves from +16.86% to +16.85%. Change = -0.01%

Indiana - change to the „other“ vote. Percentages and margin altered. Margin moves from +10.20% to +10.18%. Change = -0.02%

Maryland – subtraction of exactly one vote from the „other“ vote. Percentages and margins unaltered.

Massachusetts – total popular vote remains absolutely unchanged. Votes for both Obama and Romney altered upward, same number of votes subtracted from „other“. Percentages and margin altered. Margin moves from +23.14% to +23.15%. Change = +0.01%

Missouri - change to the „other“ vote. Percentages and margin altered. Margin moves from +9.38% to +9.36%. Change = -0.02%

Montana - change to the „other“ vote. Percentages and margin altered. Margin moves from +13.65% to +13.64%. Change = -0.01%

New Jersey – upward changes for Obama, Romney and other vote. Percentages and margin altered. Margin moves from +17.75% to +17.74%. Change = -0.01%

New York – upward changes for Obama, Romney and other vote. Percentages changed slightly, but the margin remains unchanged at +28.14%.

Ohio – very slight upward changes for Obama, Romney and other vote. Percentages and margin unaltered.

Pennsylvania – slight change to the „other“ vote. Percentages and margins unaltered.

Tennessee - change to the „other“ vote. Percentages and margin altered. Margin moves from +20.40% to +20.38%. Change = -0.02%

Texas – slight change to the „other“ vote. Percentages and margins unaltered.

Washington State - change to the „other“ vote. Percentages and margin altered. Margin moves from +14.78% to +14.77%. Change = -0.01%

None of the changes in these 18 states altered the actual order of the Partisan Rankings as they were in January.

So, what happened? 

Well, just as happened in 2000, 2004 and 2008, most all of the changes were in the "other" vote, thus slightly increasing the "other" vote share of the overall electoral pie and therefore shifting the percentages and margins, usually by only 0.01%. The exact figures you see above. This usually, but not always, reduces the winning margin also by about 0.01%. These are micro-changes we are talking about, here.

One notable exception to this is the Commonwealth of Massachusetts, where the popular vote total remained absolutely the same, but the "other" vote shrank. Reason: a number of "write-in" votes for Obama or Romney that were originally put in the "other" column were re-sorted into the correct column after board review. In this case, President Obama's winning margin actually went UP by 0.01%.

Also, there were increased totals for both Obama and Romney in both New York and New Jersey, the states that had been most affected by Hurricane Sandy in the week before the 2012 election.

You will also notice that from the list of 18 state changes, 17 of them are relatively large states, worth at least 10 electoral votes. The only small state in the list is Delaware, where exactly 31 votes were added to "other". It is not uncommon that most of the changes come out of the larger states, with larger counties and therefore larger vote totals to deal with in the first place.

Now, a change of 57,841 votes is not very much, but it is enough to shift the growth rate over 2008 from -1.75% down to -1.71%.

Are these kinds of changes normal, so long after the election?

Yes, they are, and in keeping with patterns of the past, they mostly deal with the "other" vote. Many states have procedures for grievances and hearings over "other" votes that were initially discounted for some reason, but then later found to be valid. And sometimes, very simple math errors come into play. In Minnesota in 2012, one county gave Romney 3,000 votes too many. After recounting and checking the excel tables, they caught the error. It was not a malicious one, but rather, simply a typing error. In Mississippi, almost one year after the 2004 election, a similar error was discovered, that 10,000 votes too many were recorded for George W. Bush, Jr. Again, not malicious, just a typing error. But these errors are few and far between. In the mix are also the few fraudulent votes that have been subtracted from certain states' totals (like Ohio, at least 115 votes), but you don't necessarily see it, because more votes were still added for the reasons listed above than were deleted.

Are more changes to the 2012 popular vote possible?

Yes. There were just a couple of vote changes to the 2008 election as late as March, 2010, but they were literally just a couple of votes here and there.

Why did I take the time to make an update?

Because I believe that keeping the stats as exact as possible is important. And all of this data will serve as a baseline for 2016. Besides, before updating the state political bios, I wanted to wait until these -inevitable- small changes came out.
